Temporary changes and revolution in the offside: the new rules of football?

Soccer is an increasingly global sport that evolves continuously year after year. For that precise reason, it is increasingly necessary clarify the rules of king sport and even improve it to try to help the amateur – and sometimes the athlete – to know what exactly the members are going to judge. And, in these times of change, a key element is the one that is on everyone's lips: VAR.

Therefore, as every year, the International Board (IFAB) has held a meeting in which the Possible changes to take into account in the world of football. It is simply a series of proposals that are valued to continue improving both the show and the safety of athletes. Once the ideas are exposed, they are valued and voted to decide if it is worth introducing them or, on the contrary, they are discarded.

At the meeting, chaired by David Martin – top leader of the Football Federation of Northern Ireland – and Gianni Infantino – FIFA president – it was agreed that those rules that are voted by the majority will be set tested during the next Tokyo 2020 Olympics. Not only must they be approved, but they must be tested to confirm their rationale and usefulness. Thus, these are the main changes proposed:

A different VAR

The VAR is undoubtedly one of the most important changes of recent years, but is not done with the discussions in the offside. The reason? The great loss of time involved, most of the time, determine whether or not there is a legal position. And, in many cases, the members need several minutes to determine if there is an antiregulatory position, measuring to the millimeter the position of a head, the tip of a shoe or even a shoulder.

To end these doubts and, therefore, with the enormous waste of time in the review, the IFAB proposes the option of making changes, among which it is valued that It is the waist of the player that determines the position or not of offside. It may be difficult for an arbitrator to determine the position at a glance, but the VAR will have great ease to make quick measurements and check whether or not it is legal play. An initiative to end the controversy generated by video arbitration.

Temporary changes

Another of the ideas that have been put on the table is related to the health of athletes. In recent years, special attention is being given to blows to the head of the players, which in many cases can be very dangerous due to the needs of the game itself. Medical services they only have a handful of minutes to check the real status of the player: decide quickly if you can return or have to replace it sometimes is not easy.

For that reason, to preserve the health of the athlete, the IFAB considers the possibility of allow temporary changes. That is, the entry of a player to prevent a team from being inferior while the doctors evaluate the real state of the one who has received a blow to the head. In case it is in good condition, it returns to the field for its substitute without counting as change; otherwise, the substitution has already occurred and is still playing.

Hand rinse

When a play is hand or not is one of the great doubts of the last moments. On occasion, we have seen very unfolded hands of the body that are not indicated as missing and, in others, hands crossed behind the back that end up pointing. What is the true protocol to whistle a hand? IFAB wants to clarify when a hand should be called and, above all, decide from what exact part can be considered as a violation.

Yellow on penalties

Another of the rules that was put on the table is a legislative change regarding goalkeepers. One of the recent changes that are already taking place is that, in a penalty, the goalkeeper has to be touching the goal line with at least one foot when you start the action to stop the launch. In case you don't respect it, the referee can show you yellow. Now the option that only the penalty is repeated without penalty for the goalkeeper.

Power to the captains

To avoid the tumults and group protests over an arbitration decision, the IFAB raises the possibility of give more power to the captains who, sometimes, are also reprimanded when they try to be the interlocutors with the members. The idea is simple: no one can protest except the captain, with the power to dialogue with the collegiate without this situation meaning a warning. A form of give more value to the 'representative' of the team on the grass.
